It is a myth. Baby born through IVF treatment are as healthy as other babies. They are normal and grow into healthy adults. A study showed that 80% of the babies born through IVF were normal in size. This percentage is same for babies born without any assisted reproduction. Even babies born through natural conception can be small in size. So, small size babies can not be related to IVF.
